Planning a cleanup

The neighborhood association is planning a cleanup of the pedestrian/bike path that connects 13th Avenue South at 7th Street and 11 Avenue South at 6th Street.

Please contact us if you can volunteer a few hours on a Saturday morning.

Background

A few years ago the Ingleside developers asked the Bartlett Park Neighborhood Association to support the closing of the segment near 11th Avenue. The association suggested a compromise where auto traffic would be blocked and a pedestrian easement would be maintained. This has been paved with hexblocks and enhanced with new landscaping and planters. I think it looks great but you can take a walk and see it for yourself.

Four years ago a separate application came from another property owner for the segment between 12th and 13th Ave. Several discussions were held with the association voting to support the vacation. The city opposed this and agreed to a temporary one year closing of the alley to see if residents would accept this change, then made it permanent. The alley is now only closed to vehicular traffic.

Music Benefit at The HUB

We would like to invite you to two days of music, including jazz, pop, folk, reggae, Irish, Americana, Latin and blues, to support ASAP Homeless Services. The benefit will also include lots of barbecue and other food available for purchase, along with a wine tasting. Dancing is not mandatory, but will be encouraged! ASAP is struggling in these hard economic times when homelessness is increasing. This benefit will help them keep the doors open for those who need their help the most.

The benefit will be from 6:00 PM-12:00 midnight on Friday, July 29th and 2:00PM-12:00 midnight on Saturday July 30th. The festival’s venue will be the HUB (Hands United in Business, ASAP’s job readiness training center), 1055 4th Street South in St. Petersburg. Cost is only $10 per day. If you haven’t seen the HUB, there is no better way to see it than filled with music!

Please join us for this concert; you are sure to find music you like. The organizer has organized shows for Sacred Lands and other concert venues and is presenting some of the area’s best. Mark your calendars now; more information will follow. Donations of socks, underwear and non-perishable food will be accepted at the concerts. ASAP may need to close unless they can generate funds because their expenses now exceed their income. They provide food, showers, some shelter, job training and self sufficiency programs for the homeless. At Christmas they gave the children a Christmas party with gifts. There are currently over 1,700 homeless children here in Pinellas County.

Gordon Mac performs at benefits and concerts like the Bob Dylan 70th Birthday bash at Skipper’s Smokehouse last month. He and his band have two albums out and he is working on a third CD to come out later this year.

***Joe First – (4:00 – 4:45) - Joe is a Singer/songwriter who lived in St. Petersburg for twenty years and over 30 years taught 17,800 plus children in the Florida public schools. He now spends all his time writing and playing music in his new home in Nashville.

***Vanessa Quillao – (4:45 – 5:00) Vanessa Q is a powerful vocalist and songwriter. She has been singing since she was 5 years old. She's won numerous singing contests including Largo Teen Idol, and was the Seminole Sings champion.

***Stephanie Carpenter – (5:00 – 5:30) Stephanie Carpenter’s music runs the gamut of soulful and tender to blatantly raw emotion. Her diverse musical influence is apparent. Stephanie won a Battle of the Bands Overall Best Music award and has performed at a variety of venues throughout Tampa Bay. Her live performances include WMNF's Live Acoustic Showcase with Bill Dudley and Tampa's Studio 10 morning television show. Her highly anticipated CD is Leaving Stepford.

***Pappos - (7:00 – 7:30) - Pappos is a singer/songwriter who has been performing traditional Irish folk music over two years in the Tampa Bay area. Michele LaGrandier will accompany him with great harmony on a couple of his songs tonight. Pappos hosts one of the largest music and poetry open mics in Tampa.
***Goody Haines – (7:30 – 8:00) Louise Goody Haines has been singing since early childhood with her family, at church and more than a few pubs and clubs. ***Spark Notes – (9:45 – 10:30) Spark Notes started over seven years ago, when Gene and Lalo first met in High School French class and they decided to perform one song (in French) for a class project. David will reiterate what Seniors have known all along: "Medicare is not the problem, it is a solution". FLARA members will continue to hold elected officials accountable as they vote on issues of importance to seniors and future retirees". President Fransetta issued the following statement: "Florida Alliance board and members have deep concerns about some Representatives in Washington. We take it personally when they vote against social programs that aide Seniors. The 3 million plus Floridians that rely on Medicare are concerned and we are not willing to see our legacy dismantled.

Alliance Medicare Birthday Events Bring Attention to the Program at the Right Time

Medicare’s 46th birthday is July 30th, and the Alliance began commemorating the anniversary with more than 30 events across the country earlier this month. U.S. House Minority Leader Nancy Pelosi (D-CA) was joined by Alliance members Sam Burnett of Toledo, Ohio and Brenda Kelley-Nelum from Woodbridge, Virginia at one birthday event devoted to protecting Medicare on Wednesday, on Capitol Hill. Leader Pelosi spoke of the debt ceiling at the event. “Senator Reid, the Leader in the United States Senate of the Democrats, put forward the responsible plan to reduce the deficit that protects the middle class, and Medicare, Social Security and Medicaid beneficiaries,” she said. Earlier this month, in San Diego, more than 150 people participated in a town hall on Social Security, Medicare and Medicaid sponsored by the Alliance on July 19. Sheldon Whitehouse with its Social Security & Medicare Hero Award. The actors portraying the pair spoke of the New Deal and warned against the raw deal Washington lawmakers are pushing for Social security, Medicare and Medicaid.

This past Monday, the Arizona Alliance ate cake at a retirement home in Chandler, Arizona while learning what is happening with Medicare in Washington. In St. Pete, Florida on Wednesday, seniors commemorated the Medicare birthday by singing karaoke! In Hartford, Connecticut today, Alliance members are recognizing Rep. John Larson for his advocacy on behalf of seniors. The Connecticut Alliance also presented an award to Reps. Chris Murphy and Jim Himes. The Pennsylvania, Georgia, and Washington Alliance chapters will be holding Medicare events in Pittsburgh, Savannah, and Seattle tomorrow, on the actual anniversary date. USF St. Petersburg students will embark on a journey towards a cleaner
city with trash bags in hand. The USF Waterfront will also be there
with kayaks; allowing everyone to get out onto these beautiful waters
and enjoy the beauty and serenity that can be found right here in St. Pe-
tersburg.

The city of St. Petersburg was recently cast into the spotlight because of
tragic and disheartening events. We believe that it is time for the com-
munity to come together and rebuild this glorious city. Coming together
as one, and creating a safe and beautiful place to live, is our goal.

Accused Millionaire Drug Ringleader On The Run

Elrick Wynn, an accused drug ringleader in St. Petersburg, Fla.

Elrick Wynn grew up on the streets of south St. Petersburg, Fla. This city was once known as a sleepy little town where retirees flocked to the warm, sunny beaches.

But in the mid-1990s, that all changed, because crack cocaine began infiltrating the streets, said Agent Jeff Walsh with the Drug Enforcement Agency.

As a young man, agents said Wynn had a keen eye for making fast cash -- and selling drugs was the fastest way to make a quick buck.

"Wynn was the king of crack cocaine for St. Petersburg," Agent Walsh said.

As part of Operation Hibernation, Agent Walsh said Wynn was the focus of their undercover operation from 1993-96. Wynn was known to hang out at Bear's Pool Hall in St. Petersburg and that's how Agent Walsh came up with the name for the investigation.

The investigation revealed that Wynn spent his thousands and millions feeding his gambling addiction.

For several years, the DEA, along with the U.S. Marshals and St. Petersburg Police Department, watched Wynn's comings and goings at his modest home.

"We watched Wynn's garage door go up, a car would enter, and the garage door would go back down. Then later, Wynn and an associate would appear outside with a duffle bag with either cash or drugs inside it," said Agent Walsh, describing their surveillance from a pole camera.

After countless hours and a few years of gathering intelligence on Wynn's crack cocaine operation, the DEA and the law enforcement team were ready to pounce and make arrests.

''Elrick Wynn is a ghost. We can't seem to find him at this time,'' said U.S. Marshals Deputy Lisa Alfonso.

May the Work I've Done Speak for Me: Feet With Prayer

Bettie Hayes, President of the Bartlett Park Neighborhood Association has been busy with the Feet With Prayer daily walkers. This exercise walk includes litter pickup, outreach to residents and reporting of problems like trash dumping. Association Treasurer Rutha Mae Gavin, super volunteer Addie Williams, and members Evelyn Wooten, , Ruby Turner and Betty Cannady have been part of this. Many of them also visit Pinellas County Jail inmates on Sundays to offer prayer and encouragement.

The Times recognized our members contributions with an editorial Goodwill Forever in Season.

The women, who range in age from 60 to 83, live in Bartlett Park in St. Petersburg, a neighborhood that has struggled with blight, drug sales and violence. Given that environment, they could have been excused for remaining closeted in the safe cocoons of their homes.
But the women started walking every morning to improve their health. And as they walked, they saw up close all the trash that littered Bartlett Park. So they brought along bags every day and collected trash. They did it for the neighborhood. Soon the streets were looking better, and people started to notice.
The women, who dubbed their group "Feet With Prayer," said they are praying that their efforts will encourage other Bartlett Park residents to pick up and clean up. They believe that will give them more pride in their homes and neighborhood and help bring the community back from the brink. It has worked in other places; it can work in Bartlett Park.
Now the women are going beyond just picking up trash. They also have started lobbying the city to inspect vacant properties for code violations and do something about garbage truck crews that let litter escape when they empty trash bins in the alleys. The women have adopted the hymn, May the Work I've Done Speak for Me, as their anthem.

New playground for neighborhood kids.
KaBOOM!,a national non-profit organization dedicated to saving play for America's children, has again designated St. Petersburg as a "Playful City USA" for 2010. The city's "Play 'N Close to Home" initiative to have a playground available within a half mile of every child's home features public-private partnerships and is recognized as a role model for other cities and communities. Since 2001, the city has created 33 additional playgrounds. Two more sites are currently being considered. One is in the Bartlett Park neighborhood.

Today council agreed to fund maintenance costs of a proposed new playground. Next steps will be an application process, some fund raising and we hope a December 17th Build Day.

With a smile on her face and great joy in her heart, Shenita Williams turned the key and stepped into her home again for the first time in more than a year.
Williams said "I am humbled. I am blessed. My faith keeps me strong. You have to have that faith."
With a fresh coat of paint, the house looks brand new. More than thirty thousand dollars of materials have been put into the home renovating the structure. A network of twenty-five area companies did renovations to the inside and replaced windows.

The HUB, Grand Opening on Saturday

Since 1986, ASAP Homeless Services has served the homeless citizens of St. Petersburg with food, clothing and shelter. Pax Christi Tampa Bay members and newsletter readers have joined the thousands of people in the Tampa Bay area who support ASAP’s good work through contributions, volunteer work, and singing in the annual “Still No Room at the Inn” Christmas caroling.
Now ASAP is opening The HUB (“Hands United in Business”), a partnership between social services and business to empower the homeless and at-risk individuals in the community by providing necessary job skills for successful employment so they can become self sufficient. It is the only program in Pinellas County using the "work first" strategy to meet the employment needs of homeless individuals.
To make The HUB a reality, ASAP secured the former Pick-a-Deli, a commercial property adjacent to its headquarters, and transformed it into a 4,600 square foot community resource that now houses job and business training, classroom and meeting space, a children's media learning center, a computer learning center, and an on site deli that will provide on-the-job training while generating income for the program. The grand opening of The Hub, 1055 4th Street South in St. Petersburg, will be Saturday, July 10 beginning at noon. To welcome the community to this exciting new program, a lunch buffet, soul music, and gospel music will be provided for free. This is a great chance to see and learn about The HUB.

NAACP awards special honors to Bartlett Park Neighborhood Association, The Paris Project and Your Place

The neighborhood association has initiated a number of successful projects. The Bartlett Park Community Garden initiated the Paris Garden Project to transform the environment, appearance and economy of our community at a time when city leaders were merely talking and asking for symbolic gestures. Dr. Deborah Clowers Flanagan has been a driving force behind Your Place, a center for young men coming out of jail and trying to reestablish themselves.

From the NAACP program:

The Bartlett Park Neighborhood Association was organized in 1991. Residents came together to build a sense of community and eliminate serious problems. Early projects involved grant funding for new sidewalks, street trees, and a computer lab for our Frank Pierce Recreation Center. A nighttime street survey led to new and repaired streetlights.

Our Community History Project reached out to older residents to document our history on a CD and web site. Resident and union leader Joseph Savage was interviewed for an oral history. The Bartlett Park Community Resource Center was opened providing an office for association members, community police and V.I.S.T.A. volunteers assisting this organizing effort. The Newton Avenue Model Block led to affordable new homes and elimination of blight from the entrances to that block.A Community Garden now grows where drugs were sold and volunteers painted over the signs of the former adult bookstore.
Paris Gardens are transforming front yards into beautiful sustainable green spaces. Paris Avenue is becoming another model block with renovated homes and a restored sense of pride. With its proximity to downtown and the waterfront, newly renovated park and tennis center and dozens of affordable homes this neighborhood remains the best kept secret in St. Pete.

Becoming a safe neighborhood takes commitment from residents. A little help from outside goes a long way toward motivating residents to take that leap of faith. We learned that the worst corners had the fewest calls to police. People were afraid, apathetic, or just assumed that police knew what was going on, resulting in a violent drug business that claimed many lives before we drove it away. We also learned that street drug sales could be suppressed by bringing groups of citizens to physically occupy locations where drugs are sold. Our presence discouraged drug buyers from returning, and without customers drug sales move elsewhere.

Door to door outreach to those most impacted by street drug sales has increased the number of calls to police, helping them keep this dangerous crime out of our neighborhood. We can help train others so that these simple actions spread to the rest of the south side. We ask community leaders, pastors and others who know our residents to help us recruit members and homebuyers.

This morning new street signs were installed exactly one year after the tragedy. From a report by Mark Douglas, News Channel 8:

Eight-year-old Paris Whitehead-Hamilton was gunned down in her Bartlett Park home a year ago today. This morning, friends relatives and complete strangers gathered in front of the house to see Preston Avenue renamed in her honor.
Everyone cheered when the city worker put up the new sign that reads "Paris Avenue."

"It means so much to me to see that somebody else cares," said Paris' aunt, Mary White, as she wiped tears from her eyes.

The street renaming is only a symbolic gesture, but St. Petersburg Mayor Bill Foster says other tangible changes under way will have a real impact on the blight that helps breed violence.

"Things like this don't have to happen," Foster said. "And they shouldn't happen—they can't happen again."

Foster announced a housing renovation initiative by Rebuild Tampa Bay to remodel nine homes on Paris Avenue and said there is now tougher code enforcement throughout the city.

A gun bounty put in place shortly after Paris' killing and a campaign to combat a culture of no-snitching in the Barlett Park neighborhood is already paying off, the mayor said.

"There's always that antisnitching ideology that seems to pervade the community," Foster said. "But we're getting more and more gun reports, and I think people are just tired of it, people are tired of living under the threat and are coming forward."

After the sign-raising, community leaders gathered at a nearby recreation center to celebrate initiatives aimed at taking back Bartlett Park from the thugs, gangs and drug dealers who have dominated these streets for years. The efforts include community gardens, reading programs for kids and a children's art campaign designed to encourage cooperation with police.

Other efforts which were planned before but gained a new sense of urgency after Paris death include: cleanups, graffiti removal and 2 citizen patrols each week. The 9 homes mentioned in the article will be followed by repairs to another 40 homes during the coming year.

Paris Avenue Naming-“Break the Silence"

Preston Avenue Renamed Paris Avenue

April 5th events mark one year anniversary by celebrating little girl's life.

The family of Paris Whitehead Hamilton will hold a press conference at 10 a.m. on Monday, April 5th at The Paris Gardens, located at 783 Preston Avenue, to mark the one year anniversary. Preston Avenue, will be renamed Paris Avenue in her memory and honor. The press conference and street renaming ceremony will be followed by a celebration of life reception at the Frank Pierce Recreation Center. At the reception, a “Break the Silence" art exhibit will be displayed.
“We are grateful that Paris is not being forgotten. There are dedicated people improving our community in her name. While we will never get over our loss, we our touched by some of the positives that have come from our tragedy,” Shenita Williams, Paris’ Aunt said.

Councilman Karl Nurse will be the master of ceremonies on April 5th and announce plans for a rebuilding program. The positives that the family are referring to include: the community gardens planted by Green Florida, Rebuilding Together Tampa Bay www.rttb.org and the Florida Holocaust Museum teen outreach program called The Paris Project

CHARLES PAYNE – C.O.N.A. CITIZEN OF THE MONTH AWARD- MARCH 2010

In early 1980's Charles participated in group called BADD (Blacks Against Dangerous Drugs). Started by I.W. WIlliams Charles marched in the streets with this group throughout Bartlett Park. This was one of the first radical anti drug marches in which local residents took to the streets in organized groups along with Community Police to "out" the drug users and pushers.

In 1995 - 1996 Charles was a strong participant in the WRICE marches named after Herman Wrice. Similar to the BADD group, this was also a group of local residents (white and black) who walked the streets of Bartlett Park and would stop outside known drug houses, calling out from written pages of chants such as "Save the Babies, Save the Children", "Up with Hope, Down With Dope", "Hidey Hidey Hidey Ho, Drug Dealers got to go!" "Turn on your porch lights". This had noticeable effect on the neighborhood because it was the first time residents stood together and took a stand against the drug community. They began their marches in District 1 and often ended up at the Bartlett Park Tennis Courts. The WRICE marchers believed that if your were not part of the solution then you were part of the problem.

In 1995 Charles Payne and a small group of dedicated people, started the Bartlett Park Community Resource Center. A small space in a storefront on 4th Street South provided a safe place for residents to come and register complaints, code violations and sometimes just sit and chat with neighbors. It also provided a free tenant check for landlords. The Community Police Officer, Karen Demick, could frequently be found there and made herself available for consultation on every aspect of community service. On any given day Charles Payne could be found manning the center. Volunteers have been working to keep the center open to the public 5 days a week for the past 15 years. In 1996 the riots came and the resource center was burned down. Undaunted, Charles and his group of volunteers (including Officer Demick) petitioned the city to donate a mobile resource center. That stayed on 4th Street until the newer, permanent center was built at 642 22nd Avenue South.

1996 Charles helped initiate a program through the Bartlett Park Neighborhood Association that called upon local landlords to attend neighborhood meetings, especially ones who had been notified of action by Nuisance Abatement Board that they were about to be shut down. Often he would gather landlords that had strong control of their tenants and kept their properties in good order to meet with problem landlords at the neighborhood meetings to share ideas to make changes. It was too easy in those days to loose a building to the disorder caused by drug sales. One bad tenant and a building could be gone.

The patrol has had a small group out every week since this April 2009. We have 2 cars with 3 volunteers per car; a driver, radio operator and note taker. Many addresses have been reported for graffiti and illegal dumping thanks to our faithful volunteers. Broken street lights are reported and promptly repaired.

Citizen’s Patrol – Crime Watch members who walk or drive through the neighborhood and alert police to crime and questionable activities.

Communication – Regular discussion will be held between neighbors, Crime Prevention Officers and Community Service Officers.

Neighborhood Crime Watch is one of the most effective and least costly ways to prevent crime and reduce fear. So please come out and learn how we can work together to make our neighborhood safe!

In December 2009 USTA Florida celebrated "60 Years of Love and 30 Years of Dedication" during the USTA Florida 60th Annual Meeting and Anniversary Celebration Weekend at the Hilton Clearwater Beach Resort, recognizing the 30 years of service by retiring junior tennis icon Bobby Curtis.

Approximately 400 USTA Florida volunteers and guests attended the weekend celebration.

How do you encapsulate over 80 years of tennis achievement in just a few short sentences? If the truth be told, it's an almost impossible task when you are talking about Jim Vuille, who is a true tennis icon. During an amateur playing career that began in 1919 and ended in 2003 at the age of 94 due to an arthritic knee, Vuille has won many titles and earned top rankings in age divisions stretching from his junior days to his last competitive event in a Florida 90s tournament in 2002 when he was ranked No. 2 in his age division.
A legend in the St. Petersburg area, Vuille, who recently celebrated his 100th birthday, helped establish Bartlett Park, now known as the St. Petersburg Tennis Center, and claimed the city championship numerous times. Over the years, his commitment to the St. Petersburg Tennis Center never wavered, which is evidenced by his support of the club that included stints serving as president, interim pro, maintenance helper, and manager from 1974 to 1984.

Eight-year-old Paris Whitehead-Hamilton’s death was a wakeup call for the community in Bartlett Park to mobilize against the crimes committed in their neighborhood. About 400 concerned citizens marched to end gun violence in South St. Petersburg on April 25.

The St. Petersburg Branch of the National Association for the Advancement of Colored People (NAACP), other community organizations, and City Council members marched from Bartlett Park to Campbell Park in honor of the victim killed during a gang dispute on April 5.

The president of the NAACP’s St. Petersburg chapter, Ray Tampa, told the crowd that they were marching for all the victims of violence in the city. “This community is tired of the senseless killings that have been going on. Enough is enough,” he said.

Shenita Willam- Joseph, Whitehead-Hamilton’s aunt also marched carrying a sign saying Stop the Madness. She said she hopes that the recent happening will energize the community to end gun violence. She says that despite the community support, she now lives in fear.

“But my faith keeps me moving. We are going to stop the violence and we will do everything to save a kid’s life,” she said.

Dorothy Eaten from Seminole, a member of the NAACP, held a peace sign. She said that she attends most of the peace demonstrations. “I am concerned about the gun violence in the area that has taken the lives of so many sweet young children. I understand that some people don’t like to tell on each other but when children’s lives are at stake… Nothing can justify these actions,” she said.”The violent behavior needs to stop.”

St. Petersburg Mayor Rick Baker said the city, police department and other organizations and the community must unite their forces to create a safer city. Baker announced tough measures taken to combat illegal guns in Midtown including the new Gun Bounty program. Police will pay a $1,500 reward for tips leading to illegal assault weapons and $1,000 for tips leading to other firearms to anyone who calls the Crime Stoppers of Pinellas County hotline at 1-800-873-8477. Citizens that give information that results in an arrest, recovers a gun or leads to a weapons charge, are eligible for the rewards.

Tom Tito, a crime watch coordinator and vice president of the Bartlett Park neighborhood association has lived in the neighborhood most of his life and the area was safe until the eighties when “the no snitch and code of silence" has enabled street drug sales to flourish. Residents have learned to live in fear and remain silent. Domestic violence has permeated the neighborhood.

“Two days after Paris was killed, family members of another girl shot in this neighborhood came to our crime watch meeting and demanded that we start reporting crime to police. No one has challenged them. This code of silence protecting violent crime for so long seemed to just fall away in the face of a united, outraged and mobilized community,” he said.

Tito said this movement has prompted the city to start the Gun Bounty program and the state Department of Juvenile Justice to lead a workshop on Restorative Justice. The community participates and enhances these programs and now their focus is on preventing crime, teaching youth how to stay out of trouble and making restitution to victims.

“Crime watch and neighborhood leaders embrace this new philosophy as those committing crimes are from our families and while we want them to stop hurting us we also want to see them get a chance to turn their lives around,” he said.

Rebuilding Together National Event Day- RTTB’s Annual Signature Event.

Ten homes will be completed with the help of hundreds of volunteers. National Rebuild Day is the culmination of a year of planning, evaluating, training, organizing, and assembling the largest nationwide group of volunteers, from all walks of life, to repair and restore houses and non-profit facilities, revitalize entire communities and make a lasting impression on those families and individuals who are helped. Over 200 affiliates will make a difference in the lives of many low income homeowners and their families.

We started today’s program talking about our upcoming local Bicycle Month in March. Our guests were some of the organizers: Karen Kress with the Tampa Downtown Partnership and Julie Bond with the Center for Urban Transportation Research at the University of South Florida.

Help your yard recover from the freeze

Recent cold weather has taken a toll on Florida plant life, and may have damaged area sprinkler systems too.

The Southwest Florida Water Management District is providing a few simple steps that residents can use help to their plants, lawns, and irrigation systems recover from freezing temperatures.

Wait to water and prune

University of Florida county Extension agents say that the need for watering has decreased dramatically with cooler temperatures and recent rain.

"Overwatering in the winter can encourage pests and disease in your lawn," said Sylvia Durell, the District's Florida-Friendly Landscaping project manager. She said that most residents can skip a week of watering during winter months.

According to research by the University of Florida, grass doesn't need to be watered as often during the cooler months. In fact, one-half to three-quarters of an inch of water every 10-14 days is sufficient.

Residents should wait a month or more before pruning or replacing damaged plants, including lawns, until the threat of freezing temperatures passes. And fertilizing should wait until the growing season. Contact the Florida Yards and Neighborhoods coordinator at your local Extension office for more information.

Check your irrigation system

Irrigation systems may have freeze damage that will appear as leaking pipes or fittings. Pipes could have split during the recent cold weather. Check for broken or split pipes and fittings and repair or replace as necessary. The water pressure will appear lower in a zone with leaking pipes and fittings. Here's how to check your system:

· On your irrigation day, manually start your irrigation system for each zone to check for leaks, broken pipes, damaged or tilted sprinkler heads, blocked sprinkler patterns and overspray onto impermeable surfaces such as roads and sidewalks.

· Check for soft, wet spots that are around the inground sprinkler head. If consistent, these spots could indicate a leak that is being absorbed into the ground. Contact your irrigation maintenance specialist if repairs are needed.

· Look for dry spots. They are a sign of one of the following: the sprinklers may be placed too far apart; the water pressure is low; sprinkler patterns may be blocked by overgrown grass; shrubs or low-hanging limbs may be blocking the sprinklers; or the screens inside the sprinklers are clogged. The sprinklers may need to be adjusted, moved or additional heads added. Check with a qualified irrigation contractor if needed.

Inspect Your Rain Shutoff Device

If you have an automatic sprinkler system, be sure it is equipped with a working rain shutoff device to override the system when enough rain has fallen. As water evaporates from the device, the irrigation system will resume normal operation. Rain shutoff devices, also known as rain sensors, are required by Florida law on all automatic irrigation systems.

· Make sure the rain shutoff device is located away from overhead obstructions, with a clear view of the sky and at least five feet away from air-conditioning units or pool heaters.

· Check the rain shutoff device regularly to ensure the device is working properly and that the corresponding switch in the control box is set at "on." Test the device by wetting the sensor to verify the system won't operate when the controller has received the set amount of water.

· Adjust the sensor to interrupt irrigation after one-half to three-quarters of an inch of rain. If there is a vent ring located just below the cap, the vent can be closed or partially closed to restrict air flow through the discs. Make sure the vent is closed so it will allow the disks to dry more slowly, thus keeping the system off for a longer period of time. This adjustment is used to compensate for an "overly sunny" location.

· If you need to add or replace a rain shutoff device you can purchase one at home improvement stores for between $17 and $60.

Pinellas County adopts fertilizer ordinance

Pinellas County Commission adopted a fertilizer ordinance on January 19th. Fertilizers containing nitrogen and phosphorus are being regulated because they affect water quality. The ban on summertime use of nitrogen and phosphorous fertilizers passed 6-1 with only Commissioner Nancy Bostock opposed. The ordinance forbids the sale of nitrogen and phosphorous fertilizers beginning May 1, 2011, the application of nitrogen and phosphorous fertilizers during the rainy season from June 1 to September 30 and requires that 50 percent of nitrogen use has to be slow-release fertilizer.“No retail establishment can sell fertilizer beginning May 1, 2011 during the restricted season from June 1 to September 30,” Pinellas County’s director of Environmental Management, Will Davis said. The ordinance also requires training and certification of landscape companies and it is more comprehensive than similar ordinances adopted by Gulfport and St. Petersburg, Davis said. “It is more inclusive with regard to the retail ban but the restriction period is the same.”

According to Davis, slow release nitrogen fertilizers are less likely to cause red tide. “There was a recent study that shows if slow release products are put down prior to the restriction period will hold the turf through the summer,” he said.

Assistant county attorney Jewel White Cole says this means tougher regulation than the state model ordinance passed in 2009. “The Senate Bill 494 also did though there is no one size fits all approach does not work for every local government in Florida. It provided that certain local governments measures to adopt additional more stringent measures that they can meet certain criterias set forth in the state statute,” she said. Cole said similar ordinances banning retail sales that have been adopted in other states do not restrict commerce. “A federal district, I believe Wisconsin looked at the similar ordinance, it was a phosphorus based regulation and since the regulation was not intended to restrict commerce but it was intended to preserve water quality, they had no problem with it,” she said.

But opponents of the ordinance think differently. One of them is Dan Gerber of the landscaping company True Green who says that stricter rules would negatively impact their businesses, consumers and employment.

Phil Compton, regional representative of the Sierra Club, said that while nitrogen fertilizers costs about $5 at the hardware store, it costs communities $235 per pound of nitrogen to remove it from the waterways. The fertilizer ban would cost taxpayers less money on the long run like it happened in Sarasota where a similar ordinance was adopted.

Fourteen communities in Florida including St. Petersburg, Gulfport and Naples have adopted fertilizer and landscape ordinances.

Come join us for discussion and coordination of Bartlett Park Community Garden's Master Plan. We will be addressing topics such as beautification along perimeter and interior of garden, signage needs, types of vegetation, elderly, handicap, children, teaching and learning tools, plot layouts, and maintenance initiatives. In addition, we will review December's irrigation schedule and water measurements.

With the winter season here, we are relocating our coordination meetings indoors. This month's coordination meeting will be held at Twigs and Leaves Nursery, located at 1013 Martin Luther King St S in St Petersburg.

We had a great turnout with over 20 volunteers from SEIU. Simplifying the design of this garden, we were able to distribute a workload that was easily manageable for everyone, including our young, little helpers. The Mike Alstott Family Foundation was formed to allow Mike and Nicole Alstott to assist others in uplifting the minds, hearts and spirits of families and children on their way to realizing their full potential through various events, assistance programs, and celebrations.

THIS is the premier event of the annual Mike Alstott Family Foundation Charity Tennis Tournament. The twenty-third annual "Still... No Room at the Inn" Carol Sing with ASAP Homeless Services has been rescheduled for Sunday, December 6 from 7:00-9:00 P.M., beginning at the ASAP Drop-in Center, 423 11th Avenue South in St. Petersburg. Before the caroling, Friends of ASAP will serve carolers and shelter residents at its cookout from 5:00 PM to 6:30 PM. Vegetarian fare will be provided. Carolers will sing at the ASAP shelter, then at another shelter and Lutheran Apartments retirement home, ending in Straub Park with refreshments. Rides back to cars will be provided after the caroling. For more information, call ASAP at (727) 823-5665 or us at (727) 894-2832.

Every December, ASAP residents, workers and supporters carol through the streets of St. Petersburg to remind ourselves that more than 2000 years after the first Christmas there is "Still No Room at the Inn" for our homeless citizens. We carol at homeless shelters and a retirement home. We finish with cookies and hot chocolate in Straub Park. Rides back to cars are provided. It's great support for the shelter and lots of fun to boot.

Once again this year, the Salvador Dalí Museum is allowing ASAP Homeless Services’ “Still No Room at the Inn” carolers to park in the lot at the corner of 11^th Avenue South and 3^rd Street South. This is the lot across the street from the museum. We appreciate their ongoing support of ASAP and the carolers.

Don’t forget the cookout before the caroling.

The caroling is a reminder that 2000 years after the first Christmas there is “Still No Room at the Inn” for homeless people in St. Petersburg.

Halloween was about pumpkin carving, bobbing for apples and costumes at the Bartlett Park Commuity Garden this past Saturday, October 31st.

The garden invited neighbors to bring kids of any age to carve their own jackolantern and dress up in costumes. Snacks and pumpkins were provided!

Graffiti removal a priority

Please report all graffiti ASAP. The association made this a priority at last weeks meeting.

First call police at 893-7780 so that they can document the graffiti and see if it is gang related.

Then call Graffiti Removal 893-7394 to have it painted over. I called to report several spots last Friday and found it had been repainted by Saturday morning. This great service does a lot to discourage more graffiti. When the kids come back to show off their work they find if gone. Soon they get tired of of this and give up.

Much of it is from kids playing with gang signs. Wannabes. This can lead to criminal activity. Some of it is from gangs that provoke violence by tagging each others territory or defacing rival graffiti.

All of it makes the neighborhood look blighted so we accomplish a lot by simply reporting it.

Bartlett Park, Harbordale, and Historic Roser Park Neighborhood Associations sponsored a Mayoral Forum on Tuesday, August 25th at the Harbordale YMCA.

Candidates made opening statements and answered 3 questions on problems with Public Safety, Economic Development, and Race Relations in our neighborhoods.

Some Highlights

Good crowd for a rainy night. People were standing and extra chairs were brought in. Refreshments and signs were well done. Sound was loud and clear.

All leading candidates were here and many community leaders joined residents in the audience.

Candidates showed they know Bartlett Park and have commitment to help us solve neighborhood problems.

Cooperation between the 3 neighborhood associations, residents of Old Southeast, Bartlett Park Community Resource Center and Harbordale YMCA is a model for future projects. Working together we can offer our residents better programs, pool our resources and bring a larger crowd.

First question was about vacant houses in Bartlett Park, that roughly 1 in 5 houses there sits vacant and are targets of crime. Such standards wouldn't be tolerated in north side neighborhoods. The vacant homes drive away businesses and other homeowners. Previous promises have been made to address this. What changes would you make to address this problem and solve it?

Second question: Today, even with an African American president, we still deal with racism that others don't recognize or completely deny. What would you do to combat the stereotypes of Midtown and discourage racism and how to diminish its adverse effects?

Third question: Assertion that most commonly committed crimes are not enforced by police department: public consumption of alcohol, loitering, littering, excessive noise, fireworks, blocking roadways, parking on lawns, etc. By not enforcing these, people stop calling police. Contributes to neighborhood deterioration. Numerous ordinances address these crimes. Why have they not been enforced? Will you direct police to begin enforcing them to help citizens help take back their communities?

Heading South we see Fish Tales on 2nd Street. A great place to dock your boat but not yet kayak accessible.

Going under the Thrill Hill bridge on 3rd Street

Now we have gone past the developed shoreline. The beautiful green shore is made up of mangroves being overgrown by pepper trees.

We come to the end of the navigable section at the 4th Street bridge. A pipe under the bridge makes crossing unwise. This picture was taken during high tide.

Mike seems to be walking on water at the left. He found a quiet spot to fish while standing on a submerged pipe, giving a friendly greeting and warning to watch out for gators.

This postcard shows the park as it was first designed and maintained for 50 years. The open waterway, stately palms, flowering shrubs and expansive lawns said "Florida" to the winter visitors and snowbirds who made it their home. The mangroves have since come back to provide a home for wildlife and screen the kayak path from almost any hint that you are in a city. The downtown high rises poke out from the trees but its easy not to notice anything but nature. Neighborhood residents relax by the shore with their fishing poles.
Very minor pruning would open this trail up to provide us a wonderful new amenity.

The Bartlett Park Neighborhood Association and Bartlett Park Crime Watch held a community celebration this past Tuesday. In a park like lot on the bank of Salt Creek on 5th Street and 17th Avenue South about 60 residents and guests gathered to show strength and unity against crime, meet St. Petersburg Police officers and crime watch leaders and enjoy hotdogs and cold drinks. Special guest McGruff the Crime Dog gives Crime watch coordinator Miss Willeen Kelly a hug.

Obama stimulus money brings more cops to St. Petersburg

The CAPE program that has been so successful in Bartlett Park this spring is being expanded with stimulus money.

Stimulus money is heading to the St. Petersburg Police Department to hire new officers. But these officers won't work your typical beat.
The money will help a successful community policing program become a permanent fixture.

"We found that it reduced crime nearly 30 percent, reduced gun-related crime and we were very happy about that," says spokesman Bill Proffitt. He's talking about their Community And Police Engagement program (CAPE).

The program has been in effect since March of last year, and now the department is hiring 10 more CAPE officers with the $2 million in stimulus money it's getting from the government

The old mural of San Remo, Italy, is still on the wall inside Basta's Ristorante, but the color on the walls has changed from white and blue to warm crimson.
In about a month or so, the sign bearing the name of the Italian restaurant that closed earlier this year will change, too. The new name: Chanele's. The new motto: "Where Grown Folks Play."
Co-owner Philip Morrison, a former Pinellas County bailiff who left the Sheriff's Office last year, says the restaurant and club at 1625 Fourth St. S, will be a casual dining spot with a wide repertoire of nightly entertainment.
"I see it as many things for many people," said Morrison, 43, who is making his first foray into the restaurant and club business. He named the restaurant after his 23-year-old daughter.

I visited the new restaurant a few weeks ago and was impressed by the renovations underway. Please stop in and tell your friends. New businesses need neighborhood support.

From Salt Creek to Preston Avenue to Paris Avenue

This past Saturday was a great day in Bartlett Park. After working in the park cleanup I stopped by to admire the work on the newest Paris Garden planting on Preston Avenue and then went by the Bartlett Park Community Garden on Newton Avenue where a large group was busy working. I was amazed by all the activity on one hot summer morning. So much progress from so many dedicated volunteers tells me the future is bright.

Also busy helping the neighborhood are crime watch members who continue to patrol every block. They have been together at least once a week for the past two months. Please give an hour next Thursday to keep our neighborhood safe.

The cleanup was a continuing educational effort sponsored by the Bartlett Park Neighborhood Association, the Bartlett Park Community Resource Center, the Tampa Bay Estuary Program, SWFWMD and Keep Pinellas Beautiful. Volunteers from Raytheon joined neighborhood association members in cleaning litter from the Salt Creek shoreline. We were able to clean about 3 blocks of the west creek bank, from 22nd Avenue north to the new dock.

Much more needs to be done but the progress is impressive. The volume of trash collected is much less than last year when we filled a large dumpster about half way up.

Pepper trees cut to the ground exactly one year ago are back to 6 -8 feet tall. Where the stumps were dug up they did not come back. Association member David Schroeder removed 25 truckloads of pepper tree from the edge of the mangroves during the month before last years cleanup. We need to keep them from regrowing and spreading seeds.

City Council is moving to change the name of Preston Avenue to Paris Avenue, a symbolic action designed to remove the stigma of the tragic murder of Paris Whitehead-Hamilton. Adding beautiful landscaping and preventing the return of gang violence by patrolling will do more to restore this block.

The garden on Preston is the third of many planned to give our neighborhood sustainable, drought tolerant landscaping. Residents can grow food with efficient water conserving irrigation and use native low maintenance plants to replace high maintenance water thirsty lawns. St Petersburg Passes Community Gardening Ordinance!

St Petersburg became the first major city in the Tampa Bay area to pass community gardening legislation yesterday. The new permitting process allows gardens to be established on private property on any zoning area throughout the city. The measure, sponsored by District 6 Councilmember Karl Nurse, was passed unanimously.

"The ordinance is a great step forward for gardens in St Petersburg. It could help new community gardens get started in the city over the coming years." said Andrea Hildebran, Executive Director of Green Florida.

The city of St Petersburg is considering important new rules that would foster the development of new community gardens throughout the city. This is an important development, making St Petersburg the first major city in the Tampa Bay area to start proactively planning for community gardens. Other community gardening ordinances have been enacted recently by the cities of Tarpon Springs and Safety Harbor.

Paris Gardens - gardening for safety, food and community

The horrifying gun death of 8-year old Paris Whitehead Hamilton this past month sparked a wellspring of grief and outrage among neighbors in Bartlett Park. In a move to heal and renew the community, members of the Bartlett Park Community Garden have launched a new project in Paris' memory to transform front yards in the neighborhood into gardens integrating Florida native plants and vegetables.

Working with residents, including Paris Whitehead Hamilton's family members, our first Paris Gardens are being designed with donated soil, plants and volunteer labor to take dying grass lawns and replace them with drought tolerant landscaping and money-saving vegetable gardens.

Our neighborhoods need to provide for our needs! The Paris Gardens can help provide food, work and job training opportunities, a way for neighbors to get to know each other, water savings and a beautiful, peaceful place to live.
